CIVIL LITIGATION - MOJ
DIRECTORATE: CIVIL LITIGATION
Head Of Directorate: Advocate Matti Asino
Advocate Matti Asino graduated from high school in Greenville, Pennsylvania in 1982 and then attended college before enrolling at Washburn University School of Law in 1989. Namibia was still a party to the South African Border War and was not recognised as an independent country at the time, thus the United Nations funded Adovocate Asino's legal study. Advocate Asino returned to Namibia after the war finally ended in 1990, after receiving his LLB degree from Washburn.
He was able to use his legal studies, particularly constitutional law, which was crucial in a nation where people were just starting to recognise their rights, when he started working as a legal officer. In 1992, he also tied the knot with Johanna Elina Ndapanda, the mother of the couple's two kids.
Advocate Asino eventually started working for the Office of the Attorney General in Namibia, and today he is head of the Directorate of Civil Litigation. In this capacity, he oversees the Ministry of Justice and is the country's representative in all legal proceedings.
2. MANDATE OF THE DIRECTORATE
The Directorate of Civil Litigation (Government Attorney) is mandated to act as the Namibian Government's legal counsel in all civil court proceedings. In criminal charges that result from the performance of their duties as government employees, civil officials are also represented by the government attorney.
