Head Of Directorate: Ms Felicity !Owoses

Ms Felicity !Owoses currently serves as the Chief of the Legislative Drafting Directorate at the Ministry of Justice.
!Owoses steered her team of legislative drafters, together with the Legal Advisor colleagues, to play an integral role in drafting the country's regulations during the COVID-19 pandemic, a daunting task often coupled with stringent time frames that they executed successfully.
In addition to drafting new and updating existing laws, !Owoses is also a published author, having published a book with Juta Law South Africa titled "Planning Law in Namibia" and other academic articles on children’s rights, family law, constitutional and statutory interpretation, planning, and environmental law. 

MANDATE OF THE DIRECTORATE

​​​​​​​This directorate is responsible for scrutinizing and drafting Bills for Parliament, Proclamations of the President, Regulations and Government Notices from O/M/A’s (including Regulations, Rules and General Notices from local authorities and parastatals that are subject to approval or consultation with Ministers), Rules of the Supreme Court, High Court, and Magistrates Courts. It further advises O/M/As in their legislative capacity, publishes legislation and administrative notices in Government Gazette, binds Gazettes and distributes Gazettes to the clients/ customers.
